Ratify policy version
Records a human approval of this draft version. Ratification does not put it in force; the current version continues to govern until the ratified version is activated. Returns a signed PolicyApprovalReceipt when a ratifier key is configured. Applicable review prerequisites can refuse ratification with 403 or 409, with the reason in the response. expected_revision is required; the body accepts only expected_revision, approval_authority and ratifier_role.
